    The Center for Education Policy Analysis, Research, and Evaluation (CEPARE) is excited to announce that Dr. Cynthia E. Coburn, the Margaret Walker Alexander Professor in the School of Education and Social Policy at Northwestern University, will deliver the Philip E. Austin Lecture.

               Policy Implementation at the Intersection of Learning and Power

    In this talk, Dr. Coburn will share insights from two decades of studying policy implementation in U.S. public schools. She will share insights from two decades of research on policy implementation in US public schools. The presentation will explore the idea that policy implementation is fundamentally a learning process—one that is both social and interactive. The author will discuss how this process is influenced by relationships of authority and operates within the framework of systemic power. Through this lens, we will examine how the dynamic between learning and power shapes both stability and change in the social structure of public education. Drawing on findings from studies on instructional policy implementation, the author will conclude with reflections on the relevance of these lessons in the context of the Trump era.
